อ้างถึงEmpire of Sin คือเกมแนววางแผนแบบ Tactical ที่สร้างโดย John Romero นักพัฒนาเกมระดับตำนานที่ให้กำเนิดซีรีส์ DOOM โดยเกมดังกล่าวจะใช้ฉากหลังเป็นยุคการห้ามสุราในสหรัฐฯ ของช่วงปี 1930 ซึ่งส่งผลทำให้เรตการเกิดอาชญากรรมทั่วประเทศเพิ่มขึ้น

ผู้เล่นจะได้สร้างอาณาจักรของเหล่าอาชญากรในย่านของตัวเอง โดยเริ่มจากการเก็บค่าคุ้มครอง เปิดซ่อง เปิดคาสิโน เปิดร้านเหล้า และรวบรวมเฟ้นหาคนที่จะมาเข้าแก๊ง เมื่อมีเงินและคนพร้อมก็เริ่มทำการขยายเขตการปกครองออกไป ซึ่งมีวิธีการที่หลากหลายขึ้นอยู่กับผู้เล่นแต่ละคน เช่น การติดสินบนตำรวจ ร่วมมือกับแก๊งอื่น หรือการบู๊ล่างผลาญกำจัดแก๊งคู่แข่งกันตรงๆไปเลย และการตัดสินใจเหล่านี้ก็จะทำให้การเล่นในแต่ละครั้งไม่เหมือนกันเลยแม้แต่ครั้งเดียว
พวกสถานที่ภายในเกมและอีเวนท์ต่างๆก็จะมีการอ้างอิงมาจากประวัติศาสตร์จริง พร้อมด้วยตัวละครที่จะมีการตอบสนองราวกับกำลังใช้ชีวิตอยู่ในเมือง Chicago ยุค 1920 กันจริงๆ
